Maybe create an algorithm that looks at where the players spend their time on the field over the course of the game, and any team not meeting a pre-determined threshold for playing in their offensive half gives a pk to the other team at the end of extra time.

I don't know what the solution is, but putting 11 players back and trying to steal a game through pk's is lame.
