Correct, but the key words are "to work in the states."
Upon graduating from a US based dental school and passing the applicable boards, the grads become eligible to practice here, which may be 10x-20x financially better than returning to a developing country to use that degree. I'm not sure it's reasonable to expect students who are capably trained and legal to work here to voluntarily choose not to do so.
