Because USADA has no jurisdiction over Chinese swimmers and corruption in WADA
is widespread. Make no mistake, if USADA had no authority over Lance Armstrong, WADA would never have gone along with stripping him of his 7 Tour de France wins. WADA is not a clean organization, and neither is the IOC.
