There are only a handful of cities in the world capable of hosting a winter games and many of them have no interest in making the massive investment in facilities that is required to be a host. So much of the IOC's leverage is gone. This isn’t the summer games or the world cup where basically any first world location could potentially host so nations are clamoring for the opportunity to chosen. At this point the committee should be happy to find a rotation of 4-5 sites for the winter games just so they’ll maintain the facilities.
