I’m thinking college would evolve and eventually have a practice squad type situation that practices and gets a stipend. Players can move up and down in that, I think that’s the best way to make it work.

As a walk-on this would make a lot of really good players not walk-on at bigger programs but go and play at Weber State with a scholarship and then earn their playing time and then transfer to bigger programs.
