Overall, I feel like I’m a very logical person with above average common sense which (I think) is why this bugs me so much.

Our city recently laid asphalt down following many months of road construction.

It was so nice to have the construction done and brand new (smooth) asphalt roads to drive on.

This morning, I pulled out of the street that my home is located onto one of these newly paved roads to see them putting down tar and gravel on the new asphalt.

Why??

So dumb!!

It seriously feels like a waste of taxpayer funds, not to mention tar and gravel roads looks trashy and drive me nuts.
