a domestic auto manufacturing industry to protect- they have no reason to have Chinese tariffs higher than they may have them over other foreign manufacturers, and Chinese electric cars are going to be substantially cheaper than the competitors. China is willing to subsidize the industry enough to dominate and put out of business most of their competitors, and their domestic industry volume will be such that they'll end up with a natural advantage regardless.
