So a pigeon is hanging out in front of my office today. I mean literally pacing back and forth directly in front of my door like it's waiting for money or something. It has been there for about an hour. I put some water out, and it drank heartily. It has a blue tag on one "ankle" and a white tag on the other.

Question 1 - Is this a homing pigeon that is lost? Should I call someone and if so, who?

Question 2 - Do pigeons have ankles?
