At the time they were added, TV market size was very important to the B1G so they added Maryland to get the DC market and Rutgers to get the NY market. I'm not convinced either of those teams deliver in those markets but that was the thinking. If they were using today's criteria, they would probably both be considered but they'd be further down the list instead of at the top.
