Big Bend and Guadalupe Mountain wouldn't even be national parks in Utah

In Utah, they'd simply be national forests that you'd drive by on the highway. Maybe stop for a quick visit when you've exhausted everything else.

I can't read the actual article because of the paywall, but is this their actual list, or is this a list of the best, uncrowded, national parks?
