Spalling. Excess water right below the surface will create voids when it cures
where the water droplets were. When it rains/snows the voids will re-fill with water and freeze. When the water freezes it expands and pops the surface off.

Bad contractors will add water late in the finishing process to keep working/smoothing the surface. It looks great after install, but will look bad in a few years. Lots of Utah driveways have this problem.
