I've never once had a neighbor offer to clean their fireworks debris out of my back yard or off of my roof.
Also, I've never noticed an asterisk with littering laws that say littering doesn't count when the person responsible feels that the volume of their litter doesn't count when you compare it to the volume of someone else's potential littering volume.
