I don’t believe this is accurate. I think the US did turn down an invitation to

play in Copa America once, or maybe twice, but I don’t believe it is a standing invitation or that the US has declined more than once or twice (due to conflict with the Gold Cup, IIRC). Mexico did effectively have what amounted to a standing invitation for many years, but I don’t think even they have one anymore.
