Mexico lost to West Germany in PKs in the quarterfinals of the 1986 World Cup.
In 1970 they lost to Italy in the World Cup quarterfinals, but back then that was the first knock-out round (only 16 teams went to the World Cup until it was expanded in 1982).
In both cases the team they lost to went on to play in (and lose in) the Final.
