This is my thought as well. Scalley probably was being offered jobs at other
universities. This makes it clear that Scalley is next in line and has something to keep working hard for.

I see this no different than offering incentives to key employees to keep them in your business rather than have them go and work for a competitor or start up their own business. Business succession plans often have business owners giving over large amounts of stock to key employees to retain them in the business, with structured buyouts planned as well.

Smart move by Utah.
