I’d always remove the old shingles because the decking could also have issues
If you are doing an insurance claim, the decking replacement could also be covered.

And if you have split decking, they have to (in lost cases) cover the expense to add plywood decking to have a solid nail-able surface. In which case, the tear off should also be covered by insurance.
