If the capacitor tested good it could be a couple of other things.
But there are two stages to a capacitor. Start and run. The start might be bad. Most are a single unit now that you replace.

Not sure what you means by fuse. Breaker outside or inside or contactor?

1. The Contactor. Usually black with 4 wires going to it on the A/C unit inside the cover. Even if it clicks, it can be bad if it’s shorting out or some of the terminals are worn.

2. The circuit board shorted or blew something.

3. Fan motor is shorted out or wire is broken.

All can be tested with a standard inexpensive volt meter. The capacitor cannot.

Please watch some youtube videos and understand how to turn off your power and check for voltage prior to doing the tests.

Also, read this and see if it narrows it down. Sometimes it can be multiple issues.
