I figure that until UEFA qualifying officially begins, there's always a chance
that they might reinstate Russia. Unlikely, but I don't think their elimination is official yet.
There have been rumors in the past couple of years that they might switch to the Asian confederation, but I assume it would be too late for them to join Asian qualifying now.
