Pretty much anywhere, then transfer to BYU...
This was a post of mine a little over a year ago regarding my daughter in response to another poster with a daughter in a similar situation who didn't get into BYU.
My daughter is on a mission now, but before that she went to just one semester at our local university (Southern Miss). It has a pretty large institute program run by an awesome former Mission President. She had fun and worked hard and applied and got the acceptance letter to BYU on the same night she went through the temple in preparation for her mission. She has deferred, but will attend starting Fall 2025.
I would just go somewhere and reapply every semester until you get in.

BYU Flex GE all the way. Live in the apartments near BYU. Go to classes at BYU. IMHO - it's a no brainer. I've
