He said NBA drafts on potential. That he’ll see a player get drafted that hasn’t done much and wonder what they are seeing, but that NBA coaches (not specifically KY, but including KY) can take a player they see potential in and get that player to reach their potential.
He did not say that KY (or anyone) could take a player without NBA ability and coach them into an NBA player.
