In that part of the country hardly anyone irrigates so this time of year it is the “winter” brown. Once the spring rain hits it will be green and beautiful. About mid July, it will all turn brown again until mid September when the fall rains hit and it greens back up. Then it will brown when the fall storms are over and winter sets in. I am guessing he waters the front lawn to keep it green.
