P5 is certainly not a meritocracy. For the majority of programs, it's serfdom.
They cede wins to the power programs in exchange for financial benefit and association.
A non-P5 who gets hot and makes a run has "merited" it a LOT more than a typical P5 bottom-dweller who does the same.
