I think that’s worth a serious consideration. From an engineering standpoint
the damage a vehicle can do is a factor of the energy it can deliver. Which is a product of velocity and mass. Speeding tickets account for the velocity component but disregard mass for non-commercial vehicles. But anybody who has seen a compact sedan and a three-quarter ton pickup post-collision know that mass is a huge factor. I know troopers who call it the lug nut rule.

Accounting for vehicle weight in fines would probably encourage drivers to be more conscientious of the vehicle they’re in and the damage it can do. It may also discourage some irresponsible drivers from purchasing large vehicles they have no business driving.
