There's only so much you can do to a 1960s-70s era building to update it before

it makes sense to just rip it down and start over (as the university's total rebuilds have shown). If your goal is to build a new, up-to-date building, and you keep thinking you might be close to being able to do it, you hardly want to spend money on updating the place.
