Easy suggestion - but Out of State for UVU is almost $18,000 (tuition/fees only)
That is a lot to pay for anyone.
Maybe she could get a scholarship….who knows.
But for some, out of staters wanting to go to UVU, USU or SUU is A LOT of $$.

Have her go to UVU one or two semesters then transfer. She will get in. This is what my Sisters did.

Sorry to hear that. I think any candidate with a below average GPA should probably aim for a 32+ ACT score
