Why is it ironic? Texas cities don't (and shouldn't) pay to maintain a fleet of
snow removal equipment that will be used maybe one time every few years. Northern states should and do maintain them so it stands to reason they'd be able to make roads drivable in the wake of storms.
Texas can just WFH for a day until it melts.

Ice storms are way worse than snow storms. Utah rarely has ice storms. Ice storm hill videos are some of my favorite.
