Looking at the data, I think it is a year-long average they use.
So if our precipitation for the past 12 months is below the historical average (I think 30 years before is the period used), we call it "drought."

I get that we have to be conscious of how much water we have, how much we use, and how much we need. But the conversation sometimes feels like we blame ourselves for it not raining more. As NGM points out, there have been wetter and dryer periods before humans were here.
