Intervention Needed
Now’s a great time. But hurry.
You need a few weeks of warm weather for quick germination + a few weeks of warm weather for grass growth. So now is ideal.
Seed mixed with peer moss would work. For small patches I just mix the seed with potting soil.
Water the patches frequently.

where does your BIL get his mix? Does he prepare the ground ahead of time?

have you been fertilizing? Especially now that it is not 100 anymore, cut it shorter, put fertilizer on it and water it

Fall is supposed to be the best time of the year to repair cool season grasses.
