It's a speed LIMIT, it's a law. It is inconsiderate to expect someone to break the law just because you want to break the law, and they might be in the carpool lane to avoid congestion. I think if they are going the speed limit, that's fast enough, and we should respect that. If they're going slower than the limit, then sure, they should speed up to match the limit.
