Seller's account was compromised. It appears my quick email to the seller asking to confirm my order (after I saw PayPal sent $ for a "US Seller" to a Russian email) alerted her to the situation. Ebay canceled the transaction and it appears I was able to cancel the payment through PayPal. I'm going to keep checking PayPal and my linked payment account over the next couple days to make sure the payment really was canceled.
