Look at the numbers. Wilson compared to the averages of the other teams that pl
that same team. That adjusts it any strength of opponent bias. Utah has played about 10 games. Wilson PER was below the average PER vs Utah of all of those other teams that Utah played.
He was slightly above the average of the other opponents in a couple of cases, but usually he is below the average.
The opposite is true of Romney in every game but the tail end of USF. Romney exceeds the average performance of the QBs that played against those same teams and usually by quite a bit.
