The Word of Wisdom did not exist the day the Church was restored. It does now.
It is not arbitrary. It was based on revelation. Not everyone accepts the validity of that or other revelation, but The Church does.
Now, I have no idea whether revelation came into play for roles like LDS only head coach or no beards at BYU. I do not know and you do not know. The rules are far from arbitrary. Many people are involved with these rules and have been over a very long period of time.
