Yes, that would be confusing. Because BYU-I isn't in Provo. Your potential
employer doesn't care where you were physically located when you attended school. The geographic designation given is to indicate where the university that granted your degree is located.

There is no reason to say you attended BYU while living in Provo when you were actually awarded a degree from BYU-I unless you want to mislead your employer.
