Bad food? FALSE. There are fresh made tortillas and every kind of Mexican
food imaginable, except there aren't too many authentic Mexican seafood restaurants. I live in Mexico but visit Utah a couple of times each year. I am also know by my friends to be a skilled cook and amateur food conociere.

You won't find the Mexican food under names of franchises, and usually not in large restaurants. Another thing you won't find in the good Mexican restaurants, very many gringos. It seems the gringos have their own idea of what good Mexican food should be. I know more than a few Mexican restaurant owners from Mexico. Many of them have changed their menu to cater to the larger gringo crowd.

It's purely a matter of economics. More customers and higher prices usually means better profits.

I have a very dear friend from Italy. She is a great chef and her family opened 3 Italian restaurants in Salt Lake a long time ago. The most requested Italian foods were American items that she didn't want to sell in her high end restaurants. They ended up selling the restaurants rather than switch to non-authentic foods. This is just an example what many foreign restaurant owners face when they do business in the USA.
