With our missionary. Before that we had the two missionaries in our ward using FaceTime at the same time.
Much much better video experience than skype

We had the same problem, Facetime worked MUCH better with the same connection.

Try a wired connection to eliminate the wifi as the cause.

We skyped with ours for 1.5 hrs with very little problem. Also stateside.
