I would hire an engineer to design/develop a hyper-efficient open source vehicle

with an inflatable skiff that allowed the vehicle semi-amphibious capabilities, post the plans for it online and see if I could get BYU/TV to do a documentary of a team of drivers taking it around the world (including through narrow stretches of ocean) on tour. I would be interested to see just how efficient a vehicle could be and still be a day to day use vehicle.
