If you announce rejects and leave expansion open, it just gives the rejects opportunity to challenge the cut. Announce the expansion candidates, so the process is done and there is no opportunity for the rejects to challenge, because the process is over (obviously they still can, but their venues are significantly reduced and they would just look stupid trying to do so).
