They aren't making their money from the gas pumps.
You can go anywhere and get gas.
They have differentiated themselves by incorporating areas where you can get food quickly (sometimes faster than fast food). Truckers consistently stop there for meals because it's convenient. Gas stations that don't have a grill or similar amenities can no longer keep up.
