BYU has never wanted to venture off-campus and compete with the locals. The local...
shop owners are very wary of BYU setting up shop off campus. BYU is aware of this and tries hard to be good neighbors and not upset the local Chamber of Commerce, so to speak. It's a decision the university has made and continues to stick to.
