I think the issue is seeing denial of means-tested government benefits as a
"punishment." I don't feel "punished" for not qualifying for food stamps, I'm glad I'm in a position to buy my own food.
Our welfare system has manifold problems, but it's intended to help improve outcomes, not to distribute the pie fairly.
