They wouldn't be Capping NIL, they would be capping the amount the School would be paying the players. NIL would
eventually turn into endorsement deals which a University could not nor could the NCAA make against the rules since they are already paying players which removes their amateur status (which was dead years ago). So the moment the players are on the payroll, they can accept any endorsement contract that comes their way. So those wealthy investors would be funneling their money through local, regional even national businesses in order to participate in recruiting the best players.

Those that lose again will be those that don't have wealthy boosters as well as imo many of the State schools whose programs are not elite already and where tax payers are going to be more vocal about the amounts spent on collegiate athletics.
