If that blows your mind, how's this:
If he really wanted to, the NCAA would likely let him play a 9th year. He still has potentially two years of eligibility remaining.

2018 - Texas, redshirted as a freshman
2019 - Utah, redshirted as a transfer. Recent court ruling has given this year back to Rising, so it never happened.
2020 - COVID year, therefore never happened
2021 - 1st real year of eligibility used up
2022 - 2nd real year of eligibility used up
2023 - didn't play, was granted a medical redshirt therefore this year doesn't count
2024 - played in fewer than 4 games, and with the current NCAA environment of granting med-reds like candy...
2025 - can play due to 2019 no longer counting against him, would be his 3rd real year
2026 - could apply for a med-red for the 2024 season and play his 4th and final season that counts
