Your brain develops throughout your life. We draw lines in the sand for when we say people are old enough to make grown-up decisions and be held accountable as grown-ups. For most things, that like is 18 years old. It seems odd to give an 18 year old all (or most--e.g., alcohol) of the social privileges of adulthood, but turn around and let them off the hook for abuses because of some nonsense like that their brains "aren't fully developed" (whatever that means)
