It’s generally accepted as scientifically true, though.
But developing does not mean non-functioning. Legally and morally, 18 is past the age of accountability. But ask anyone in their 30’s to look back on the decisions they made at 18, and most would tell you that most people are not making adult, rational decisions at 18. It’s part of life.
