Nope. Boise lost to the #1 team by 3 points on the road in Week 2.
Boise's ranking has little to do with the committee's view of the B12 v. MWC.
The committee ranked five different B12 teams at some point during the season and had four Big 12 teams in its final ranking.
From the committee's perspective, ACC is the comp.
