Yes it does, Utah just signed 2 solid QBs out of HS. If you mean for the portal
there are only a handful of QBs available capable of starting for a P4. Even fewer in Utha's price range.
Utah just got one of them.
I think they'll get another Huard or Brandon Rose type for sure....but no way they'll get starter capability to come in as a backup.
