The committee is put in there to eliminate a statistical approach that makes all things even. It is there to preserve the SEC and Big10 as the P2, then put others in with a lesser chance of winning. Hence the metrics change from year to year. The eye test is used when convenient for the P2.
There's a chance that the other conferences run the table and get in undefeated, but if that's the case the conference was weak. If a P2 team does it, then they're just dominant.
