Probably not the textbook/best parenting answer, but take the phone away
and don't give it back until grades improve into passing range. Whenever we take their phones away, they always meet the conditions to get their phones back. They may yell and complain, throw fits, and disengage from us, but they end up doing what we ask in order to get the phone back.

My teenage kids cannot function without their phones.
