No, the purpose of the penalty is to penalize intentional grounding. Doesn’t matter if it’s to avoid a sack or try to
run off time. You can’t use an incomplete forward pass to intentionally end a play.

ONLY exception to that is you can *immediately* spike a ball after the snap. After that, it’s intentional grounding if you don’t throw to an eligible reciever (or get out of the tackle box and throw past the LOS)
