a human vote. The problem is you absolutely cannot use the AP nor the Coaches Poll. Both have too much bias in the rankings and in the case of coaches don't put enough thought or effort in it.

But getting an unbiased group of people that understand football will be extremely hard as you can tell from the current committee.
